The Revenue Cutter service was founded in 1790 at the advice of Alexander Hamilton in the wake of the Revolutionary War. It was created as an armed marine customs enforcement, counter-smuggling, and counter-piracy service meant to secure the tariff income of the newly formed United States. Lawrence primarily patrolled the coast of California enforcing federal tariff law during the height of the gold rush. The Revenue Cutter service was in use from 1790 until 1915, when it was consolidated with the U.S. Life-Saving Service to form the U.S. Coast Guard.
